A university campus and a private school serving younger pupils should not use an identical security plan. A university may include separate faculties, research facilities and public events. A school may place greater emphasis on parent communication, transport arrivals and authorised pupil collection. For an educational institution in Ankara, the first procurement step is to make these differences visible in the scope of work.
At a school entrance, information is not authorisation
Knowing a pupil's name does not establish authority to collect them or enter teaching areas. The security post should follow the institution's verification and approval procedure. Staff need to know which administrator decides a changed collection request. Officers should not be left to resolve conflicting claims on their own.
Our practical suggestion is to discuss three flows separately before the school day begins: pupil arrival, visitor admission and early departure. Identify the source of approval, waiting point and responsible contact for exceptions in each case. The arrangement needs to be understood by the administrative team as well as staff at the entrance.
Separate open university spaces from restricted areas
Admission to a campus conference does not grant access to a research laboratory or student residence. The hosting department should provide the invitation or approval information that security is expected to check. When the room, timing or participant group changes, a named owner should ensure outdated information is not used.
Examinations, graduation ceremonies and weekend events may require different arrangements from an ordinary teaching day. Describe these examples during procurement rather than supplying only the daily student population. Records should follow the institution's defined purpose and information requirements instead of collecting unnecessary details from every participant.
Consider implementation alongside technology
CISA's K–12 School Security Guide considers physical measures as parts of a system, including the staff preparation and operating arrangements needed for visitor management. It was prepared for US schools. It is not Turkish legislation or a single solution that can be transferred unchanged to every school or university.
A new card reader may not resolve uncertainty if nobody knows which administrative approval applies when it fails. Distinguish the security provider's role from technical maintenance. Rather than expecting an officer to change software permissions, identify the fault contact and approved temporary procedure.
Distinguish security from education and student support
Bullying, psychological support and disciplinary procedures require the involvement of the institution's authorised educational and support teams. An officer can report an observed concern through the appropriate channel without replacing a counsellor or administrative decision-maker. Personal messaging groups should not become an informal route for circulating pupil images or incident details.
Examine an ordinary day and an event day
Review duties around morning arrivals, lunchtime deliveries, departure and out-of-hours use. Then consider a different day, such as a parent meeting or campus event. Discussions with Titan Savunma can use the institution type, age groups, publicly accessible spaces and approval arrangements to clarify the private security scope. The objective is to support the educational environment with responsibilities that are understandable and assigned.
