In This Article

A uniformed security officer at a swimming facility is not evidence that lifeguarding has been provided. Operators of pools, thermal facilities and waterparks in Ankara should distinguish these services when requesting quotations. Guest admission and incident notification are different from supervising swimmers and performing rescues.

Keep water-safety duties with the appropriate specialists

HSE's swimming-pool guidance treats pool management and supervision as a distinct area of responsibility. This foreign reference does not replace the lifeguarding and other requirements applicable to a facility in Türkiye. Relevant specialists must assess the site's circumstances and current obligations.

Security officers should not be expected to undertake rescue duties without the required training and competence. The service brief can identify how officers contact the lifeguard team, medical assistance and duty manager. This helps prevent different responsibilities being conflated simply because each contributes to safety.

Make admission and use rules understandable

Membership, day admission, group visits and private events may involve different arrangements. Management should explain who verifies each requirement and who resolves a disagreement. A security officer should not become the person independently making medical assessments or deciding a guest's fitness to use a facility.

  • Which manager receives a guest complaint?
  • How are lost items recorded and handed over?
  • Which institutional procedure supports someone looking for a companion?
  • How are temporary closures and programme changes communicated?

These questions define service boundaries; they are not water-rescue or emergency-response instructions. Identify the owner of each task and the point at which the security team makes a notification.

Clarify privacy and property responsibilities

Privacy in changing and personal-care areas is a fundamental planning consideration. A camera or other imaging solution should not be assumed appropriate merely because belongings have been reported missing. The nature of the area and conditions for processing personal data need separate assessment.

Responsibility for locker keys, deposited belongings and found property also needs clarification. If officers accept property, explain the record, authorised return and contact for disputed ownership. An officer's presence does not mean that the contractor assumes responsibility for every loss at the venue.

Prepare useful information for the first discussion

When approaching Titan Savunma, describe opening hours, admission arrangements, the event calendar and the existing lifeguard and operating teams. The objective is to identify the contribution of private security without using it as a substitute for another service. Personnel requirements and assignment conditions can then be assessed against that scope.
