Someone entering a public building may be trying to reach an appointment, submit an application or find the right department. Information received at the entrance can affect access to that service. When preparing a security brief for an institution in Ankara, distinguish building admission from the administrative decision the visitor is seeking.

Keep decisions with the authorised department

The validity of an application, acceptance of documents or amendment of an appointment belongs to the relevant institutional team. Officers should not be expected to make those decisions independently. They should provide directions consistent with approved instructions and have access to an authorised contact when the position is unclear.

Discuss public reception, employee admission, maintenance visits and institutional events separately. For each, identify the duty required, the source of information and the person who can approve an exception. A private security contract should not be assumed to transfer public officials' powers to the contractor.

Consider recording needs alongside privacy

Turkish Data Protection Board decision 2020/212 considered the proportionality of audio-recording security cameras at a public institution's entrance. It illustrates why a security purpose does not automatically justify every recording method. The institution's authorised teams should assess the particular system and its legal basis.

Routine reports deserve similar care. Rather than reproducing the entire substance of a citizen's application, record what is necessary for the security assignment and the notification made. Establish who can access the record, how inaccuracies are corrected and the boundaries for external disclosure.

Test the specification with everyday situations

The following questions are intended to help a purchasing team discuss scope; they are not a substitute for a legal procurement specification.

  • Where is a visitor without an appointment referred?
  • How is a temporary departmental relocation communicated to entrance staff?
  • How does someone requesting assistance reach the relevant institutional employee?
  • Who resolves conflicting instructions?

When comparing bids, check that duty hours, personnel requirements, supervisory arrangements and reporting cover the same assignment. The applicable procurement procedure is a matter for the institution's purchasing and legal teams.

A discussion with Titan Savunma can begin with the institution's public-facing operation and the private security duties being considered. Agree the scope of the conversation before sharing sensitive archive locations, programmes or access details; these do not belong in an open enquiry form.
