In This Article

A logistics security plan for a facility around Çorlu or Çerkezköy should explain the chain of responsibility from vehicle arrival to departure. The warehouse, carrier, cargo owner and security team contribute different functions to the same shipment. Additional cameras cannot, by themselves, resolve uncertainty about who authorises an action or creates a record.

Define approval for appointment and carrier changes

A vehicle arriving at the expected time is not sufficient evidence that it represents the intended carrier. Consider the booking, information supplied by the authorised operations team and, where necessary, confirmation through a trusted communication channel. Identify who can approve last-minute changes to the vehicle, driver or carrier.

A security officer should not act as though they are the contracting carrier or customs representative. Recording inconsistent information and referring it to the responsible team differs from deciding the legal validity of a shipment. An accountable decision-maker should be available for out-of-hours transactions.

Distinguish a seal record from verification of the load

Comparing a seal number with documentation and recording its visible condition does not establish the quantity or contents of the load. Security records should separate what was actually observed from checks made by warehouse staff or customs authorities. Any discrepancy should be referred through the facility's approved exception procedure.

At a bonded facility in particular, opening, replacing or applying a seal must not be assumed to be a routine gate task. Authority and procedure require confirmation within the relevant customs and operational arrangements. A security entry is not a customs inspection certificate.

Plan waiting vehicles and driver movements

Provide clear directions between vehicle admission, driver waiting areas, pedestrian routes and loading points. Queues extending outside the site or drivers walking unpredictably through loading areas can create traffic as well as security problems.

HSE's guidance on separating vehicles and pedestrians supports considering these movements together; it is not Turkish law. Distinguish gate control, warehouse loading responsibilities and any traffic-direction role requiring appropriate competence. Discuss alternative waiting arrangements for failed equipment or unavailable loading bays.

Check the exact meaning of a TAPA claim

TAPA publishes different requirements and certification documents for facilities, road transport and parking security. Mentioning TAPA in a proposal does not prove that a provider or a facility is certified. Where certification is claimed, verify the standard, version, level, covered site or activity and validity period.

Use current documents when developing a specification. Do not assume that the duties of one guarding supplier fulfil every obligation in a logistics certification scheme. This article does not attribute TAPA certification to Titan or any other provider.

Connect records to the handover process

Necessary information might include arrival and departure times, authorised approvals, documentation discrepancies and their resolution. Define access to personal data and retention separately. Service reviews should consider unresolved exceptions, incorrect bookings and recurring handover problems alongside losses.

The value of the service is not an assurance that every transport risk disappears. It is a clear and checkable contribution to the facility's custody and information processes, with decisions retained by the parties authorised to make them.
