When purchasing guarding for a defence-sector facility, staffing numbers are only one part of the decision. Start with the activities carried out on site, contractual requirements and the official documentation that applies. A facility security certificate, an individual's authorisation to access information and a guarding contract describe different responsibilities.

Verify what each document actually covers

Türkiye's Ministry of National Defence describes facility security certification and related defence-industry documentation as processes administered by the competent authority. Signing a contract with a security provider does not automatically secure those approvals. Applicable requirements must be assessed against the facility's activities and relevant official rules.

Instead of requesting a vague promise of “NATO-standard service”, specify the document required, its scope, validity and the person responsible for verification. A certificate held by the facility must not be confused with one held by a service provider. The organisation's legal and authorised security teams should address questions about applicability.

A duty assignment does not grant unrestricted access

A guard working at an entrance does not necessarily need access to project documentation. Information supplied to the guarding team can be limited to what is needed for its assigned duties. Decisions about access to protected project information remain within the organisation's authorised process.

For example, reception may need confirmation that a visit has been approved, without receiving details of the technical discussion. This distinction makes the duty easier to understand and helps the organisation avoid unnecessary circulation of sensitive information.

Make responsibilities visible in the specification

  • Duty areas and instructions supplied by the facility.
  • Departments authorised to approve visits and temporary work.
  • Ownership, storage and access arrangements for service records.
  • Internal notification arrangements when assigned personnel change.
  • A decision process for requests outside the agreed scope.

These headings do not require detailed protection plans to be distributed to every bidder. Separate general information needed for a quotation from documents requiring restricted access. Before mobilisation, both parties should understand who approves instructions and how changes will be communicated.

Compare evidence and deliverable responsibilities

Ask providers to explain the basis of their claims, the duties included and the activities requiring separate authority or expertise. A guarding proposal should not guarantee official certification or the elimination of every risk. A discussion with Titan Savunma can begin with your facility's general operating conditions and the private security service you need.
