Two security quotations can list the same number of personnel while covering different work. One may explain shift handover, meetings with the facility contact and service reports; another may leave those responsibilities unclear. A specification should communicate the required work consistently to every bidder, not merely collect prices.
Translate the requirement into duties
Rather than requesting “superior security”, describe the operating arrangements the service must support. Visitor reception, continuity at an assigned post and notification of the facility contact can be defined separately. Explain whose approval starts a task and what record demonstrates its completion.
The United Kingdom's Sourcing Playbook highlights technical specifications and performance measures in service procurement. That approach can inform a clearer purchasing document, but it does not replace tendering or contract law in Türkiye. The organisation's applicable procurement process still needs to be considered.
Assign ownership to each request
Reporting a technical fault differs from repairing it; checking visit approval differs from granting it. Without those distinctions, a provider may be expected to make decisions outside its authority or expertise. Separate the duties of the facility, the security company and other contractors in understandable language.
For example, an instruction to notify the technical contact and record the referral describes a deliverable task. Requiring security personnel to resolve every fault expands the scope without defining it. Organisation-specific legal and technical conditions should be reviewed by the relevant specialists.
Match documentation to the actual requirement
Before adding a certificate to the specification, identify what it is intended to verify. Review validity, the certificate holder and the activities covered together. A large collection of logos does not establish that site duties have been clearly defined.
Financial, insurance and employment conditions should not be set through arbitrary amounts or clauses copied from the internet. Procurement, legal and operational teams should assess their suitability. No security quotation should rely on a promise to remove every legal risk.
Include changes and service review
- Who approves additional duties or hours?
- Who reviews service records, and how often?
- How is responsibility assigned for correcting recurring problems?
- How are organisational records and supplied equipment returned at contract end?
These details make it easier to understand whether a price difference reflects staffing, hours or scope. When requesting a quotation from Titan Savunma, describe your general requirements and expected service outputs so that the proposed coverage can be assessed meaningfully.
