A single reception desk does not mean every tenant in an office building operates in the same way. One company may hold an evening meeting while another moves between floors. Security services for business premises in Ankara should connect the building manager's responsibilities for shared areas with the decisions each tenant makes about its own offices.
Define the boundary between shared and tenant space
Admission to the building and permission to enter a particular office may be separate decisions. The specification should explain when reception, the tenant representative and building management become involved. Instructions from one tenant should not be treated as permission to disclose another tenant's visitor information.
During procurement, discuss a sample workflow rather than relying only on a generic duty list. How does a visitor whose meeting has changed reach the correct contact? Who confirms a tenant's relocation arrangements? Whom does an external maintenance team wait for? These questions clarify decision ownership before staffing numbers are settled.
Consider issuing and closing permissions together
For employee cards and temporary visitor permissions, identify who requests the change, who implements it and who confirms closure. An email seen by an officer should not automatically authorise every access modification. Technical administration of the system and reception duties need separate definitions.
When a tenant changes, a handover record can cover returned cards, outstanding visitor permissions and contact lists requiring updates. The aim is an administrative process that prevents old instructions from being applied to new occupants unintentionally.
Include the reception experience in the service standard
NPSA's building-entry guidance describes reception as both a welcoming environment and a place for managing authorised access. It is general design guidance; a Turkish building's duties and powers must be determined within its own legal and operational setting.
Our recommendation is to discuss communication and approval procedures within the same service standard. A visitor should receive an appropriate explanation of a wait and the department being contacted. Names of unrelated companies, meeting contents and information about other visitors should not become part of that explanation.
Compare proposals beyond ordinary office hours
Specify the duties expected for evening meetings, weekend maintenance and office moves. Set out how additional staffing or hours will be approved, who receives reports and how tenant requests are recorded. These details can support a discussion with Titan Savunma about a scope suited to the building's actual use, including periods when the ordinary reception arrangement changes.
