Clarify fuel-site security by separating shipment records, technical measurement and security reporting when defining the service scope.

In This Article

Security planning at a construction site, factory or logistics facility storing fuel is connected to stock management. However, a discrepancy does not by itself prove theft, and security personnel do not replace technical measurement or accounting. The operator needs an arrangement in which the responsible teams can examine different records together.

Explain what a shipment record establishes

An entrance record may document a vehicle's arrival, the department it was directed to and a notification made. Acceptance of fuel quantity and quality belongs to the operator's authorised personnel. An entry record does not automatically establish the accuracy of tank measurements or confirm that the invoiced quantity was delivered.

Discuss an example delivery during procurement: who is contacted if the expected recipient is unavailable, who decides when a document changes and which operational record is linked to the officer's entry? This avoids placing commercial acceptance decisions outside an officer's authority into the security assignment.

Keep technical safety responsibilities separate

The UK HSE's guidance on flammable liquids in tanks covers installation design, operation and maintenance. Its scope underlines that fuel safety requires technical expertise. It does not replace Turkish rules or turn a guarding contract into technical certification.

The duty plan may include reporting suspected leakage, visible damage or another unusual situation. Operating tanks, pumps or valves should not be assigned as a general security duty. Explain the personnel's own safety arrangements and the operator's emergency instructions before the service starts.

Separate observations from conclusions about a discrepancy

Following a loss notification, the security record should describe observations at an identifiable time and the communications made. The operator's relevant teams check their own records to establish the cause of the stock difference. Reports should not accuse an employee or contractor without supporting evidence.

Corrections should retain an identifiable reason and responsible person. Rather than retrospectively adjusting a security account to match a stock quantity, describe the inconsistency between records as an issue requiring clarification.

Make the scope visible in the quotation

Begin a conversation with Titan Savunma using the general facility type, delivery periods and security duties required. Assigning measurement, maintenance, goods acceptance and site reporting to the appropriate parties makes prices and responsibilities easier to compare. Exact stock quantities and detailed layouts are not required in a public enquiry.
